Maureen Mastroieni, CRE, MAI

Maureen Mastroieni has more than 30 years of real estate consulting experience, primarily in the area of appraisal but also including real estate sales, property management and architectural design. She has worked with several national firms including Marshall & Stevens, Strategis and Pannell Kerr Forster before starting her own firm in 1992.

Ms. Mastroieni has performed real estate appraisals and consulting for all types of commercial and industrial properties, as well as restaurants, hotels, golf courses, timeshares, amusement parks and affordable and low-income housing. Her practice has focused on diverse and specialized engagements requiring complex analyses, including:

  • Consulting engagement to provide assistance to the Federal District Court in a mediation between the Philadelphia Housing Authority and Sunoco, to resolve a dispute over liability and damages for environmental contamination.
  • Part of a pro bono team assembled by the Counselors of Real Estate (CRE) to develop a strategic plan for the former Central State Hospital in Milledgeville, GA.
  • Analysis for property tax negotiations of a HUD-regulated and financed cooperative apartment building.
  • Fair value appraisals of chemical plants in the United States, Canada, Europe, Asia and South America, following the spinoff and restructuring of several divisions of a Fortune 100 company.
  • Appraisals of 140 residential and commercial properties with pipeline easements, to facilitate the expansion of a natural gas pipeline in southeastern Pennsylvania.
  • Appraisals and consulting for several partially completed timeshare resorts in the Pocono Mountain region of Pennsylvania, for the purposes of property tax appeals.
  • Appraisal of a 1000-unit CCRC with allocation of real property, personal property and intangible assets.

Ms. Mastroieni has testified before the Court of Common Pleas and Federal District Courts in Pennsylvania and Maryland and before Tax Courts and Appeal Boards in Pennsylvania, New Jersey, Maryland, New York, North Carolina, Texas, Mississippi and Connecticut. Her articles on real estate appraisal and finance have appeared in several local and national publications.

She is a Past-President of the Philadelphia Chapter of the Appraisal Institute and has served on various national committees. She is proud to serve on the national faculty of the Appraisal Institute, and has participated in the development of several new advanced level courses and publications specializing in the valuation of going concerns and intangible assets. She is a member of the Counselors of Real Estate and holds the CRE designation.
